In response to a number of requests for assistance in developing bid documentation with reference to travel plan monitoring, we have developed an LSTF Application Form template featuring the implementation of iTRACE to handle the monitoring requirements. This is freely available as a download.

References in paragraphs 29 “Meeting the Policy Objectives” and 45 “Evaluation” of the LSTF Guidance suggest that package output metrics are an important part of the assessment process against the criteria set out in paragraphs 24 to 28.

According to Dawn an iTRACE user with two years experience:

Organisations developing Travel Plans find it easy to administrate as it is all online and much of the legwork usually associated with Travel Plans such as compiling questionnaires, surveying, analysing and updating is automated. It also contains a GIS interface allowing for mapping of Travel Plans and identifying opportunities for developing partnerships on the public transport network.

Developers welcome the consistency of the approach. Development control officers see the benefits in monitoring conditions and legal agreements. Public transport operators and transport planners recognise the usefulness of the data when planning routes or targeting activity, and the Travel Plan officers have a large administrative burden lifted from them. In total, it has helped standardise and professionalise the Travel Plan process."
